From the Empire Justice Center: New York must reform the laws governing “sanctions,” penalties imposed on welfare recipients who are alleged to have failed to comply with welfare work rules. The needed reforms included in this bill – a focus on preventing sanctions and a constructive path to end sanctions by giving recipients the opportunity to resume work, education and training activities as soon as they are ready and able – will “make welfare work,” not just for recipients but for the State and localities.
