Unlike previous years, the Executive Budget does not propose any particular cuts in financial eligibility for Medicaid. Nor does it propose any specific limits in access to Managed Long Term Care (MLTC) or other Medicaid services. Instead, it delegates to a new Medicaid Redesign Team II (MRT II) the job of deciding how to make $2.5billion in Medicaid cuts. We object to this abdication of the Executive’s responsibility and its delegation to powerful interest groups through the MRT for several reasons.
